As cyber threats transition from isolated data breaches to systemic attacks on democratic infrastructure, the modern state must redefine its security paradigms. The research analyzes the tension between global internet connectivity and the necessity of national digital borders. By examining the emergence of hybrid warfare, the study investigates how policymakers can balance civil liberties with the imperative of cybersecurity.
