Abstract

This article evaluates the structural and political challenges facing modern healthcare systems during periods of systemic crisis. By examining the transition from emergency response to long-term institutional resilience, the research interrogates the role of centralized governance in mitigating social vulnerability. The study utilizes a critical framework to analyze the ethics of resource allocation and the impact of policy transparency on public trust. This inaugural article for the Canadian Journal of Critical Challenges (CJCC) establishes a roadmap for future discourse on state capacity and crisis intervention in the face of global "permacrisis."
